Premier League pushes to resolve EFL funding stalemate with 10-year offer

The Premier League is looking to reach an agreement with the EFL over a new funding model, with a proposal that runs for 10 years: it would double solidarity payments to the 72 EFL clubs and add £1.8bn extra.

As BBC Sport reports, the offer was presented to the EFL last week after years of deadlock on how much support the top flight provides to the wider English football pyramid. Premier League clubs had already struck a deal in late July, but the EFL has not accepted it and talks are still ongoing.

Money dispute and the “backstop”

The Premier League is aiming to close a “football-led” solution so additional money can flow to EFL clubs this season, while warning that if no agreement is reached the Independent Football Regulator could step in via its “backstop” powers.

The proposal would scrap the second leg of the Carabao Cup semi-final and includes safeguards to stop the extra funds being spent on player wages. The funding row stretches back to a fan-led review in 2021, including disagreements over “parachute payments” for relegated clubs.
